Who pays the benefits and retirement for the Postal Workers if not the US Government? BUT, what I'm trying to find out is the DoD is the ONLY Department that includes the retirement of all it's past employees in the BUDGET for the DoD.... I've heard, but don't know, if the other departments pay their retirees from another budget, and not the one for their Department....

If this is true, it is a reason why the DoD budget is so much larger than the other Departments....

Agencies don't budget for or pay retirement benefits for their employees. That's done centrally by the Office of Personnel Management.
