If you're getting all hot and sweaty about "martial law", which you certainly seem to be, sure it is.

"Plenary" is a fancy word meaning "pretty much any damn well thing he pleases."

So this has been a nice prance around the rosebush to get to something you already knew. I had a girlfriend like that once. Didn't keep her very long.

Quite wrong. Not at all plenary.

There are statutes which circumscribe the President's authority to use violence and there is, of course, the power of Congress to refuse to fund a war it does not want to see waged.
