Moominoid Re: "USSR" The USSR was extremely dependent on oil income and there is a good bit of evidence to suggest that the US along with the Saudi's and Kuwait and Margret Thatcher and a few others coordinated their efforts to keep oil cheap and abundant. The Soviets entered the 1980's with sky high oil that they had every reason to believe would provide the foreign exchange for a renewed international effort. Instead they faced a collapse from building their hopes on a foundation of shifting sand. There was lots of other stuff too, including pay-offs to Gorbachev and other (I think).

Arroyo's enemies say that the trip was for the purpose of a last minute pay-off for Philippine cooperation in the war, which was granted upon her return. The Philippines was declared neutral in the first Gulf War.
