The Constitution trumps all statutes. Any statute which limits the power of the President to wage war is probably unconstitutional. The matters almost came to a head during Iran-Contra, but, as a practical matter, Presidents don't like to make Congress mad at them.

Please don't waste time lecturing me on "checks and balances" built into the Constitution. Unless you think that somehow it needs to be said (I can't imagine why).
