The other part of this that's interesting............the Bushies' belief that once the constitution is finished, things will quiet down in Iraq.

Link? Everything I have read has said that Bushies will stay in Iraq as long as it takes. Passing the constitution is a sign of development of their US-hoped for democracy, but I don't recall anyone saying the next day things will quiet down.

But somehow I can sense your desire that they don't quiet down, so you will have one more thing to complain about.

>if a majority in three provinces or states votes against the constitution, it fails

Not a majority -- 2/3.
