If they win, will they hold elections?


There is no collective "they" non the other side. If there are 15k to 20k insurgents in Iraq today, the Iraqi police and civil defense force should be able to be trained to fight some of them, and encourage the rest to enter mainstream Iraqi society.

Notice how anyone who claims there is a war ongoing now in Iraq never goes into how the "other" side might win. If the US presence would depart (at least withdraw from the streets and remain on their bases), I'd bet the majority of the insurgents would cease their actions. As soon as the country is strong enough to avoid descending into civil war, that would be my plan of operations.
