Not up on fighting tactics, but I think a downstroke would be more effective.

I agree that a downstroke would seem more effective. But when you hold the flashlight like that, your downstroke would make it more of a battering ram than a club. You would come down with the face of the light hitting the target rather than getting the extension that a club-like device would provide. Unless you were trained to change your grip in mid air so that you were holding it with your thumb toward the head rather than the tail, but that would take time and presence of mind. I'm not sure hitting down with the face of the flashlight would be much more of a weapon that your fist alone, pinkie first, or dropping the flashlight, straightening our hand, and making it a karate chop.
