The natural resources of the region must some how be dealt with. (water, oil, etc)

At home we can imagine what would happen to L.A., San Diego, San Jauquin Valley produce etc if the canals from Northern Californian water were cut off.

In the existing Iraq, water is also a managed resource. Oil is an essential export that each of the regions relies upon.
