Oh, I agree that transitional assistance is appropriate. The problem is that nothing is transitional any more. We're still giving transitional assistance to the Bosnians, transitional assistance to the Kosovars, transitional assistance to the Haitians, transitional assistance to the Afghans Hell, the UN is celebrating over 50 years of transitional assistance to the Palestinians, and over 30 years of transitional assistance to the Cypriots.
