I don't think this one fits with your other points. Bush may have mislead the US population and the international community, if anyone. Those groups may have sticks to beat the US with, but the Arabs didn't like Saddam. He attacked Kuwait, and threatened Saudi Arabia and therefore UAE, Qatar, and Bahrain. So they won't really care about the historical justification for his removal.

At the end of the day, all the Arab regimes don't need a stick or reason to oppose the US. The US by definition is basically opposed to their system of government (authoritarian). If they don't reform themselves, the long term (20-200 years?) future of them is to be reformed from outside. I doubt the rest of the world will allow non-democratic countries to exist indefinitely. The biggie in that area will be China, but they seem likely to reform themselves over the next 50-100 years as their economy develops (my WAG).
