From the 1991 printing of M-274 (Instructions for I-9):

Failing to comply with the Form l-9 requirements

Employers who fail to properly complete, retain,
and/or make available for inspection Forms l-9
as required by law may face civil money
penalties of not less than $100 and not more
than $1,000 for each employee for whom the
Form l-9 was not properly completed, retained,
and/or made available.


Clearly an employer who systematically employs illegals could be subject to financially crippling penalties. I do not know if the penalties have been raised.
