i know exactly where it is for those who do not odci.gov (indeed, i was riffing with CR...never one to miss a wordplay opportunity<g>....my major point was about our persistence over decades in maintaining a level of 'readiness' inappropriate after the demise of the soviet union and our long overdue restructuring of our military assets....if your implicit point is for example, dijbouti is of greater strategic importance, than say, having 30k troops parked in germany, i would agree)
