Not really, but that is the American perception and that is why there hasn't been a bubble in some of these places, especially non-english speaking countries.
I have owned rented and sold RE in several different counties, yes it is different, yes it feels uncomfortable, and of course there is a learning curve.
Of the points you raised,you don't have to become a citizen to buy a place in most countries. Although some restrictions I am aware of in a few. Local laws aren't much different from ours, just have to keep up. Stable government, well I hear that RE in Iran has appreciated in the last few years in spite of the war. A communist government, or dictatorship, or special situation such as Zimbabwe, may pose problems but some huge gains have been made in communist China in the last few years.
Taxes, the bad news is that for Americans you are taxed world wide, whatever the local tax situation is, but in most countries they don't tax foreigners who are non-resident.
Lastly, how would you be treated depends, but last time I was at an American airport, removing my shoes, belt, watch, wallet and getting patted down and grilled about my travel plans, well lets just say I didn't feel well treated.

Chris my school of hoyt real estate friends said anytime as an american you try to make money in overseas real estate - the US IRS and GUBBMENT gonna find a way to take the winnings away - so forget about it - why would they tell me that? Its ok for the gubbment to go after IRAQI type gas and oil interests and real estate - but as a private investor they won't let me play at the poker table??

Talk about mosler and gubbment crowding out private investment -hehe

I was going to buy into some of general chens phoenix fund and was cut down by one of these guys - he said to me in his favorite phil grandie voice - ARE YOU NUTS - HAHA!
