Democrats were puzzled by how he did it until news surfaced that Bush used Sandy Berger's underpants to sneak Bolton into the position. "Bolton apparently was smuggled into the United Nations inside Sandy Beger's underpants," said Senator Ted Kennedy. "I for one am appalled. We were planning to hold up this meaningless nomination for months. I love Sandy Beger, but he needs to be more careful about the things he smuggles in his underpants and socks. Top secret documents are okay. U.N. ambassadors that I hate are not okay." Bolton's first order of business will be to shut down the United Nations. A massive welfare account will be established for United Nations workers as they are unqualified for any other jobs.
