It's a very old and very objectionable tactic to try to flood them with documents. Most of them entirely irrelevant. But it's up to them to figure out which one.

Not cooperating; just resisting. And resisting. And resisting. Not how the government is supposed to work. But clearly how the Bush administration thinks it should.
