It is because we, as a society, have become enamored with simple solutions and any reprecussions are someone elses fault. Worrying about the ethics of nuking someone, much less the environmental reprecussions is something that the weak and nuanced do. It is every man for himself, we aren't a community but a collection of individuals.

Remember the survivalists? They didn't see anything wrong with stockpiling weapons and goods to ensure that they, and only they, would survive the nuclear war/societal collapse that they not only thought would occur, but many seemed to relish the prospect of. This is just an outgrowth of that attitude.

That is because as opposed to 30 years ago, it now seems possible to build "tiny" clean nukes with almost no fall-out and guaranteed to penetrate 50-100 meters of concrete over North Korean or Iranian bunkered nuke facilities.
