What does "out of housing" mean? Shiller owns his home and recently (2002) bought a vacation home.

"Yale's Shiller Prefers Waterfront Real Estate to U.S. Stocks," declared one Bloomberg News headline that typifies the times. In the story economist Robert Shiller, known for his skeptical views toward stocks, told of having bought a Connecticut vacation home with a view of Long Island Sound.
