Didn't need a classified document for this, after all OBL published a fatway declaring war on the USA in 1996. And the Clinton's still didn't get it and then we had the Kenyana and Tanzania bombings. The Clintards also completely missed the 1993 WTC bombing that was designed to topple one bldg into the other and kill 100,000 people. The Clinton's response? Ignore and go to a fundraising across the river. Pigs.
