Not when the tax rate is "flat" or effectively regressive.

FYI, the flat tax system seems to be on the verge to sweep the world. It is now mainly in relatively poor parts of the world (that don't want to remain poor), but it makes everyone else (including the US) on the "progressive" tax system less competitive.

That isn't true. The rich pay far more in taxes that the poor, not only as an absolute amount but as a percentage of their income. The poor effectively pay no income tax, or sometimes have a negative tax (EITC) that more than makes up for the fact that SS taxes top out.
