Borrow? You can keep them.

They have limited options as far as raising taxes, even if some good ol' boy wasn't likely to peg them with their hunting rifle if they did raise them. There isn't an income tax, they get talked about on occasion but the previously mentioned deer rifles makes them hesitant. Raising sales taxes wouldn't be real popular, they already range between 6.25% and 8.25%. The state gets the 6.25%, county and local governments can add up to 2% for special things like bridges and hospitals. Property taxes can only be used for certain things like schools, so raising them wouldn't help. And so on.
