Perhaps, or perhaps they are holding out for no constitution at all and continuation of this terrorism until USA pulls out and they think they can take over the country again with a strong man government. jdn

Yep. They screwed themselves by abstaining from voting.

This is one of the main reasons that I believe a civil war is 'hotting up' there.

The Sunnis will have to be defeated on the battlefield (by Shia/Kurdish local forces), and the country likely partitioned (formally, or informally with significant local control granted over natural resources) before the conflict will begin winding down.

The main question remaining is how significantly Iran and Saudi Arabia will become involved in the civil war.
