Cole's proposal doesn't strike me as being all that original.

I agree. It's an amalgam of lots of thoughts out there. But it tracks a nice half way point between the yes/no political rhetoric that is the currency today. The "yes" we stay; or the "no" we go.

Cole presents a way to go that looks like it might avoid the regional civil war and the ethnic bloodletting likely to follow.

As for whether it tracks the Pentagon plans, I don't know. I think it's reasonable to expect that one of their minimal expectations for Iraq before the invasion was to increase their military bases in the ME. I can't tell whether they are prepared to give that up. Using Cole's proposal, getting out of urban areas, would give them that possibility.

Cole's big worry has been the regional civil war coupled with ethnic cleansing. He's focused lots of his attention on whether given policies/actions of the US administration increase or decrease that likelihood.
