Somebody the other night said Clinton had ten or twelve opportunities and missed them all.

Not sure of the exact number but it was quite a few between 1994 and 2000...

His administration stopped one because of a swing set in the camp. Another was stopped at the last minute because of a United Emirates prince was with him. The CIA was frustrated with his lack of action.
