Groton does a good job of building submarines, but a terrible job of overhauling them. The schools could easily be transferred to Norfolk, or Kings Bay which has one of the best training facilities in the world.

What you're mostly seeing is a backlash against the tradition of Groton being the spiritual home of the submarine force. Old Admirals and guys like Carter rarely embrace change, unless it involves someone else far away.

There are a lot of retired Admirals living in nearby communities of Groton who will make a fuss, mainly because they will be losing their Commissary, Exchange, hospital and a host of other nice to have facilities in the area.
