I didn't get that impression at all. I thought he meant that intellectuals tend to see themselves as knowing better than the masses and that it is the responsibility and right of the intellectuals to direct the state on behalf of the uninformed masses. For much of the 20th century, intellectuals were the driving force behind state ownership of industries and interference in almost every facet of ordinary life, in the name of eradicating the evils of capitalism, promoting good government, and guaranteeing equality of opportunities and incomes, and a host of other such noble causes.
