It's become acceptable to avoid as much tax as possible. If a person get's caught, we don't think of him as a criminal, but just some poor shlub that got caught. We pity him.

As for the wealthy, they're in a much better position than the rest of us to avoid taxes. An entire tax avoidance industry has arisen to serve them, manned by the biggest financial houses in the land. Legislation has been passed for them to create charitable entities for the purpose of tax avoidance.
