I don't think you should jail everyone with a bad opinion. I worry more about people in positions where they have a large following and a platform from which to preach violence. I think it should fall under the hate crimes ordinance. So maybe you don't prosecute them for preaching hate. But maybe you trace a hate crime back to the preachers who incited the crime and make them partly liable, both criminally and civilly. Then we'd see more care in the way public figures use their clout.
