Where else can an inner city kid go and get their tuition paid for?

And believe it or not, many of those inner city kids actually want to enlist.

I am curious, would you be for mandatory army service for everyone a la Israel?

I resemble that remark. It was the end of the seventies and the military was shedding troops like mad, and not looking for many new members. I did not see the purpose. Joining would have provided a richly needed education.
