He probably did have one as part of a Republican office in 2000. He probably even had a staff or two there. He probably did the same in 2004 only without dedicated staff at all. He would have hired the party or used volunteers to do anything he required. You have to believe there are those everywhere that preferred McCain in theory to President Bush. Doesn't the whole state of Nebraska have less population than the Chicago metropolitan area?
