Get serious. That was in '88 under the Reagan Administration. That would be the Administration that transferred chemical and biological agents to Saddam and blamed Halabja on Iran. We didn't invade Iraq for WMD in '88; we invaded Iraq for WMD in 2003. And that was the proof that France asked for.
