Could that have helped with the current RE boom?

IMHO, I don't think outside influence on local government is necessarily confined to RE people but whoever stands to benefit from local government projects / regulations, in my opinion should not be in office.

Influence on local government may not be illegal but it may not be fair & moral either. We should encourage a more true form of free enterprise that allows competition amongst many parties and not just the substantial influence of one or a small group.

Just my two cents...
