Because they needed him and his enormous publicity to generate more money from the Tour. Like big TV license money from the US for instance.

But you are right, France could never live with an American beating them on their own turf. "Vive les Zeros de la France" as "Vive les Heros de la France" was once incorrectly (by mistake?) pronounced in a speech given by a foreign statesman visiting France.
