They were an earlier wave. Which, because they didn't have as great of a technological advantage, probably interbred with the previous waves more readily. Dealing with technoligical advances is likely a pretty advanced trait. Neandertal seems to have been big on ritual and short on application.

Native Americans do have a slight epicanthic fold. Not as great as the Inuit, or modern Asians, but it is there. Not so with Mayan descent or Incan. Remember, there were at leat 3 waves of Siberian and possibly one of European settlers. The further south they are, the older.
