Well, is the problem then in getting green cards for these guys? So after 6 years they have to leave?

The quota of H1-Bs was slashed to a third of its previous level last year... This quota doesn't apply to academia though (like me an H1-B academic waiting for the green card bureaucracy to slowly tick over (and over the last 15 years I've also been an F-1 and J-1 and had to end up leaving the country both times...).
