come on, the title of this article says it all

Study finds hope in Oakland

"Finds hope"- meaning, amidst all this despair there is hope.

You don't write an article that something "finds hope" unless you are trying to point out that consequences are currently dire.

You would never write an article like "Study finds hope that housing prices will rise" for example.
