And how was that exact behavior not both expected and predicted? And exactly how does one stop such behavior?

They fight with what they have, in a manner that what they have allows. Is it right by our measures? No. Was it right by our measures during the American revolution when we used what were then very non-standard warfare techniques? History says yes. They do what they do, and what they have always done. That should come as no surprise.

Is a car full of explosives driven randomly into a crowd really that different from a bomb dropped from the sky? Even if its a "smart" guided missile? When you get right down to it, innocent bystanders can and do die on both situations. So is one more right than the other?

Bottom line. You are in a country you have no business being in. Part of the population is ambivalent to it, another part is fanatically determined to drive you out. At any cost of their lives, and by any means necessary, with however much terrorism and sabotage it takes to get the job done. Straight up they have no chance of defeating you. Their only hope for victory is to drag it out, use the "weapons" they do have to create the most havoc and shock value, and create enough stress and fear to turn the ambivalent against you as well.

Again? How was this not expected and prepared for?

I'll tell you. Because the war never would have gotten initial support if you were not lied to by Bush. And they bought their own lies and visions of grandeur. Now you have Vietnam II to deal with.

Of course. That is why the Iraqi people distinguish between the "good" insurgents i.e. those who attack and kill the occupation forces, and the "bad" insurgents, i.e. those who attack and kill civilians.
