Bush is the boss. He let Osama and the Bin Laudens go. Blaming those beneath Bush doesn't cut it. Bush is the commander in chief. He ignored the 8-6 warning, coddled the Saudis and Bin Laudens, called the FBI off surveillance of Saudis, let the Tora Bora case fire happen for Osama to escape and then said Osama doesn't concern him anymore.

Bush is 100% responsible. Besides, Clarke got the word to let them go from the White House or State Department as he testified to in front of the 9-11 Commissions, and Clarke also apologized to the 9-11 families, something Bush and Rice still have not done.
