In the case of Bush, the terrorists struck when Bush fell asleep at the wheels. The cause for their ire against the US is not the issue in Bush's case and nobody is faulting him for why Osama's anger at the US. Osama's anger at the US is not because of what he did but because of what his predecessors did. Similar to the Iranian anger which is not because of what Carter did but what his predeccors did supporting the Shah. However in Bush's case, it is because he fell asleep at the wheels that the terrorists to strike within out borders, something that a President only is responsible for and not the CIA or the FBI. The President is responsible for the day to day. For the President, THE BUCK STOPS HERE, at the CIA or the FBI headquarters.
