Property and casualty (insurance) co.'s. Who insures the property value for the refinery, the office building, etc. I worked for a large p and c for almost 20 years. After Andrew they asked me to write up a paper on risk in Florida and the Texas coast (where they traditionally always lost money). My paper pointed out that the risks far outweighed the potential. They discarded it and went whole hog into Florida. Never underestimate the power of stupidity. G.
