In a worse case scenario, they'd have 10-20 feet of water citywide, and the pumps that normally remove water would be under water and therefore nonfunctioning. They'd basically need to evacuate everyone still alive by boat, then work on removing the water (possibly by dynamiting the levee system). It will be a daunting, expensive and time-consuming job, and what will be left will be indescribable if it's a direct hit or eye within 25 miles of the city center.
