No, the superdome is a refuge of last resort. It doesnt have the food or facilities the official storm shelters have. They are run by the Red Cross this is a hasty affair run by the military. The former are prestocked with necessities. jdn

If necessary, the city can take over private buildings to serve as shelters. There are a number of taller hotels near the French Quarter, as well as office buildings that could be used to house people.
