One basket case is SuZhou, which, in terms of GDP, already ranked among the top 5 of all Chinese cities (along with Shanghai, Guangzhou...). Nonetheless, it left behind a lot of inland cities like ChongQing (which have lower GDP)... in terms of per capita disposable income, and domestic consumption growth... That is because the development in SuZhou are overwhelmingly from foreign capital. And these foreign capital sent most of their profit from value added industry back to their own home land.

What is the point to have the highest GDP growth among the whole world, while most Chinese people themselves are NOT benefiting from it?? Instead, a lot of Chinese are suffering from the power shortage and very bad environmental pollution.

For the last 3 years (2002-2004), China, with only 4% of the world total GDP, has contributed 15% of the world economic growth. The economic development in China has benefited quite a number of countries/regions more than it benefits China itself. This CANNOT go on any more! It is the Chinese people who are paying the price!
