I see them as a mixed bag. For a long while, their only solution to flood protection was channelization and building dams. It is only recently that the fact there might be other solutions seems to have dawned on them...

I wasn't aware of that. I'm not a big fan of the Army Corps of Engineers (personal, financial reasons) ... and I'm not sure New Orleans is a problem with a solution.

The current levees around the city are built for a 8-10 ft storm surge. Given the possible damage with bigger storm surges, I think building for a 20' storm surge might be appropriate.
