Do you have any idea how big a levee that tall will have to be? They have a slope that is about 30 degrees or so. To circle the city, that would be a lot of dirt. And then if a big enough storm comes in that can over top the levees, then there is up to 30 foot of water inside.


NO is a major city with 30% of the nation's oil refining capacity. We can't afford to lose that much capacity for any length of time. It might be cheaper to move the refining plants but then what do you do about the 485K people?
