"Haliburton is a great company. One of our best." That's nice... but what does that have to do with multi-billion dollar 5 year-long no-bid contracts issued in apparent violation of Pentagon procurement guidelines that restrict both the SIZE and LENGTH of ALL no-bid contracts? It would be a SERIOUS mistake to slip back into the bad old days before procurement reforms (designed to protect the taxpayers) were enacted to separate government purchasing from political influence.
