12 to 18 months are supposed to be the outer limit for *duration* in a no-bid contract (because the no-bids are supposed to be reserved for 'emergencies' only... and you'd have plenty of time to put out for a regular bid during that time), and there are *size* limitations on the no-bid contracts, also.

Anyway, the investigations should establish the facts.
