I had some Mormon friends who were very diligent about insuring they had a 90 day supply of food and water on hand at all times. Non refrigerated or frozen foods. Rotated their stock but always the 90 day supply. They don't seem very silly during a time like this.

Being able to filter is ok if the tap works. I wonder if the small camping type filter can take out all of the sewage, oil, sludge, etc that is now their water supply.

Walmart has distilled and drinking water for $0.58 a gallon. Much cheaper than the small bottles sold for drinking.
