I disagree. If you need to take food or water, make a list of what you took for the owner of the store, leave your name and address, and a promise to pay the owner when you can.

If you have the capability to loot, obviously you are not standing on the roof of your house with 15 feet of water under you ... i.e., you are not in dire jeopardy, you are not in immediate danger of death or serious injury, you are not a cripple or an elderly person.

Hence imo you are fair game to be shot in the head repeatedly.

Yeah, well, they were running out of the store carrying clothes and booze. By looting at this particular time of crisis, they are tying up police who could be saving lives. So I am valuing the life of the person stuck on the roof of his house with flood waters raging, over the life of the looter. So shoot me.....
