You can't have a city that produces a third of the nations oil be so vulnerable. It doesn't make sense.

So when does the drilling start off the west coast and the first refinery start operation?

There is never likely to be drilling off the coast. However, there is plenty of drilling on land all throughout Long Beach and Los Angeles.

As for the CA refineries, do you mean the existing ones, or any new ones that are proposed?

In the meantime, the gov't should be thinking in terms of a rationing/conservation plan for gas until the rigs are up and running in the Gulf.
