We have plenty of crude (well above normal inventory for this time of year), but not enough refining capacity. Opening the SPR for a few location specific reasons might help a little, but that is not the major immediate problem.

Wasn't bush supposed to announce he was going to open the reserves yesterday? He probably believes they belong to him. In three more years, they probably will belong to him.
